John is a results-driven vehicle finance and asset management executive with 23+ years of experience optimizing operational lifecycles, navigating regulatory landscapes, and building strategic partnerships. He serves as a critical link between lienholders, the financial sector, and their broader ecosystem. His expertise spans the full asset management spectrum: partnering with government and law enforcement agencies to ensure regulatory compliance and shape industry standards; working with fleet managers, rental companies, towing providers, and repair shops to minimize depreciation and streamline recovery; and guiding tech partners to implement scalable platforms that boost efficiency and reduce risk. John specializes in turning complex, multi-stakeholder challenges into seamless workflows—mitigating risk and maximizing ROI across asset monitoring, lien processing, and portfolio protection.

Jack Bernstein

Co-Founder, Emeritus & Senior Advisor

Jack co-founded Locator in 1997, and few people can say they've written as much of the company's history as its founder has. Over more than 25 years, Jack built Locator into a trusted name in vehicle location services, leading it as founder, owner, and chief executive. Having steered the company through decades of growth, Jack has passed the torch to John Haliburton - a veteran of the business who has worked at Jack's side since 2016 - a choice that reflects Jack's enduring confidence in the company and the team he built to carry it forward. Jack now devotes much of his energy to Baan Noi, the children's foundation he supports, but remains a co-owner of Locator and continues to serve as Senior Advisor, lending his counsel and experience to the company he founded.

Dennis Frias

Director of Law Enforcement Relations

Dennis joined Locator Technologies after 30-years in law enforcement, working mainly in vehicle theft investigations. He’s worked on several regional and state vehicle theft task forces and instructed export theft courses nationwide and internationally. His professional affiliations include the International Association of Auto Theft Investigators, Western States Auto Theft Investigators Association, North American Export Committee and more.

Kris Jurka

Chief Technology Officer

Kris joined Locator Technologies in 2007 to manage and oversee all technology initiatives and the development of internal and external applications. Prior to joining Locator, Kris worked for various e-commerce, publishing, and aerospace companies where he specialized in data management and web technologies.
